. PUBLIC NOTICE
ILLEGAL ALCOHOL ATTENTION ALL ALCOHOL TRADERS:


A Partnership consisting of the Ministry of Trade and Industry, Namibia Shebeen Association, Windhoek City Police, Namibian Standards Institution, Namibia Customs and the Self-Regulation Alcohol Industry Forum of Namibia has formed a task team to confiscate all Illicit Alcohol sold and distributed in Namibia. Illicit Alcohol is classified as products that do not comply with Namibian Legislation such as, packaging, labelling, tax evasion, contents and composition. The products listed below have been analysed and have been found to be in contravention of section 48 of the Namibian Liquor Act (Act No 6 of 1998), any organization found trading with these products will be prosecuted and the products will be confiscated.

Royal Superior Old Blended Liqueur Brandy Special VO Reserve Finest Spirit Aperitif, A1310: (Sample no’s: RVZ10/10-01, RVZ10/10-03, RVZ10/10-05)
The true alcohol percentage is fairly close to the claimed 43%. Although the label contains two class designations, (Brandy & Spirit Aperitif) it does not comply to any. The first impression to the untrained eye would be that it is BRANDY. The back label also indicates that it is blended with BRANDY, but no trace of BRANDY is noted with the evaluation done. It also does not contain any distinctive flavour. No higher alcohols associated with Brandy are detected, implicating that these products were probably manufactured by using a neutral spirit such as cane spirit and caramel.

The true alcohol percentage is >3% less than the claimed 43%. The label is contradicting due to it claiming to be “Produced & Bottled in South Africa” but also claim to be “Blended with Scotch Whisky”. Although the back label also claims that it is a “perfect blend of malt and grain whiskies….” no trace of WHISKY is noted with the evaluation done. It also does not contain any distinctive flavour. No higher alcohols associated with Whisky are detected, implicating that these products were probably manufactured by using a neutral spirit such as cane spirit and caramel.
